FALL 2016 KVSL TOURNAMENT COMPETITION RULES
? REGISTRATION/ROSTERS
o All teams must be properly registered with the tournament committee and the KVSL 20
minutes prior to their first match.
o Teams will not be allowed to add players.
o Team rosters will consist of the current KVSL roster and must be turned in to the
tournament committee during check-in.
o Players will not be allowed to switch teams during the tournament.
? LAWS OF THE GAME
o Except as noted, all FIFA and KVSL laws of the game will apply.
o All matches will be 1 half in length of regulation time on Saturday (30 minutes for U-12
and 25 minutes for U-10). Sunday matches will be regulation length.
o Saturday’s games will not have a coin toss. The visiting team on the game card will have
the kick off and the home team will choose the end to defend. A coin toss will be
conducted per the laws of the game for all Sunday matches.
o All matches will start at scheduled times. The match time for U10s will be started and
stopped on Saturday by a horn sounded by the headquarters tent. An alternate signal will
signal the start and end of U12 matches. The referee for the match will start the clock at
the scheduled time regardless of whether either or both teams are ready for play.
o All matches will utilize a USSF certified 3-person crew, and the diagonal system of
control will be used.
o The decisions of the referee will be final and no protests will be accepted. Comments,

? EQUIPMENT
o No casts (hard or soft) are permitted and no jewelry is allowed. Equipment checks will be
done by the tournament committee at check-in. If a player is found to have illegal or
dangerous equipment during the match, that player will be required to be subbed for
immediately and will not be permitted to return until the referee has determined that the
equipment problem has been corrected.
o Shin guards are required and eyeglass restraints are recommended.
? AGE MODIFICATIONS
o No deliberate heading will be permitted in any age group. The referee will stop the match
and award an indirect free kick to the opposing team at the spot of the infraction. This is a
judgement call by the referee.
o No slide tackling will be permitted in any age group. The referee will stop the match and

o No punting or drop-kicking by keepers in the U10 division is permitted. The referee will
stop the match and award an indirect free kick to the opposing team at the spot of the
infraction. This is a judgement call by the referee. There is no such restriction on the goal
keepers in the U12 division.
? SPORTSMANSHIP
o Hearty, positive cheering for all players by spectators is encouraged. Head coaches will
be responsible for their respective cheering sections.
o Spectators are required to remain 5 feet from the pitch.
o A player sent-off during the match will not participate in the next match. A coach
dismissed from the technical area may not be at the pitch in any capacity for the
remainder of the match and the next match (must be out of sight and sound). Coach
suspensions will be served at the headquarters tent.
o A player who accumulates two red cards will be disqualified for the rest of the
tournament. A coach who is dismissed from the technical area for a second time must
immediately vacate the complex and will be disqualified for the rest of the tournament.
? TOURNAMENT FORMAT
o All preliminary matches are scheduled for Saturday, October, 22nd. Semi-finals, finals
and consolation matches will be played on Sunday, October 23rd.
o Match balls will be provided by the home team.
o Tournament format will be as follows:
? 3 Pool Bracket
? Winner of each group plus one wildcard from second place teams in all
three groups will advance.
? Winner of each group will be seeded 1-3
? Wildcard will be seeded 4th.
? 4 Pool Bracket
? Winner of each group will advance to semi-finals.
o In all cases teams will be seeded according to points, then by following the tie-break rules
below with one exception: FIFA kicks from the mark will not be used, a coin toss will
instead be used to break a tie to take place with the coaches from each team at the
headquarters area. The team whose franchise comes first alphabetically will call the coin
flip. If the teams are from the same franchise, the team name will be used instead.
o If a preliminary match is tied at the end of regulation time, the match ends in a draw. No
extra time or kicks from the penalty mark will take place.
o Points will be awarded as follows:
? 3 points for a win
? 1 point for a tie
? 0 points for a loss
o Ties will be handled immediately following the end of the group stage as follows:
? Head-to-Head – Does not apply for a three-way tie, or for wild card tie breaks.
? Goals Against – The team with the least number of goals against them.
? Goal Differential – Goals scored minus goals against. Each game a team can
accrue a maximum of a +6 Goal Differential (an 8-0 game will be calculated as 6-
0, an 8-1 game will be calculated as 7-1, etc.)
? FIFA Kicks from the penalty mark – five kickers from each team among all
rostered players will take kicks from the penalty mark. Team ahead after five
kickers advances. If the teams are tied after five kickers, teams will continue
taking kicks until one team misses and the other team scores in the same round.
The tournament director will administer the kicks from the mark and will take
place immediately after the group stage of the age backet.
o If a semi-final, final or consolation match ends regulation time in a tie, the following
procedures will be used:
? 2 – 5 minute extra time periods will be played to completion (i.e. no golden goal).
The match will be run like a mini-match (coin toss to start, winner for the coin
toss will choose the goal they wish to attack in the first extra time period. The
loser of the coin toss will kick off in the first half).
? If teams remain tied after both extra time periods, FIFA kicks from the penalty
mark will be used to determine the winner:
? Only the players on the pitch at the time of the final whistle in extra time
may participate.
? U-10 will use a best of 3 format, while U-12 will use a best of 4 format.
? Winner of the coin toss will choose whether to kick first or second. The
referee will have the sole decision on the choice of goal to shoot at.
Coaches and players may provide input if asked, however, the final
decision rests with the referee.
? Teams will alternate shots. If the teams are tied after 3 (U10) or 4 (U12)
kickers, teams will alternate until one team misses and the other makes.
